The Term of the project will be of three years duration from
April 2004 to March 31, 2007 as agreed officially on Record of
Discussion signed between JICA &HMG/N. A plan of operation
is developed to implement the project activities in a smooth manner.
The plan of operation describes the major activities and its schedule.
Phewa Lake, one of the most beautiful Lakes
in Nepal located at the Pokhara Valley is a major tourist destination
of Nepal. The expansion of urban activities, disposal of urban
liquid wastes directly or indirectly through natural or manmade
streams, disposal of solid wastes on the banks of the Lake, sub-surface
flow of septic tanks and other undesirable urban human activities
have been increasing the pollution load on the Lake water body.
Phewa Lake Environment Awareness & Capacity Building Project
is designed to improve Phewa Lake conservation management through
initiatives of local communities to reduce urban pollution load
to the Lake water.
The project beneficiaries are the local communities and Community
Based Organizations (CBOs) involved in Phewa Lake conservation
activities of ward no. 1 to 9 and 17 of the Pokhara Sub-metropolitan
City (PSMC) with a total population of 46,029.
HMG/Ministry of Population and Environment will be the project
executing agency with PSMC as the implementing agency. PSMC will
play main role to plan, implement, monitor the activities in Ward
level giving guidance to Local Environment Improvement Committees
(LEICs). Local Non-government Organizations (NGOs) and other institutions
will implement some components of the project. JICA will provide
technical and financial support for the execution of the project.
The objective of the project is to improve conservation management
of the Lake (particularly water quality) by enabling local institutions
and communities to carry out environmental awareness, capacity
building and conservation programs.
The expected major outputs of the project are:
Output 1.0 Awareness of local communities and
project partners on the issues of environment conservation is
increased.
Output 2.0 Capacity of local communities and
project partners are strengthened.
Output 3.0 Local communities and project partners
involved in Phewa Lake Conservation are able to take Initiatives
for Phewa Lake conservation.
Output 4.0 Environmental Monitoring of Phewa
Lake conservation is established.
Output 5.0 Coordination among the stakeholders
is improved
The project will be of three years duration starting
April 2004 and ending on March 31, 2007.
A Project Steering Committee, chaired by Joint
Secretary, MOEST, will provide overall policy guidelines. At district
level, a Project Management Committee will facilitate the project
management team on operational matters. A Project Implementation
and Coordination Unit will be established by Pokhara Sub-metropolitan
City for overall project implementation. The human resources in
the Project Implementation and Coordination Unit will compose
of, Project Coordinator, Project Manager assigned by PSMC and
other necessary PSMC staff.
